I've checked what you suggest. In my DB was utf8_general_ci. I've changed it to utf8mb4_unicode_ci for key, translation, domain and theme field. But the problem it still there. When I use translation tool in DB I see wrong characters and also on front office. 

Any other idea ? 😕
