I finally just set myself up as a carrier and marked everything that way as if I was the carrier.  Don't know if that is the correct but haven't had a problem since.  I did have a couple of digital items I was giving away as free and did not have them set up as virutal products but just had a file that they could download in the attachments part.  I also changed them to virtual so don't know if that made a difference also.
