new install Front office does not load Too Many Redirects

Hi.  We are in the process of upgrading to prestashop 1.7    Installation seemed to go well with one stop at the addons section.  Had to back up and drop the database an start over... But now things are up...but when we try to open the front office  we get "This Page Isn't working"  Too many redirects.    This happens if I use the url or from the back office click on "View my Store"   

Debug is turned on but does not get that far.  

Looking for possible causes and possible solutions.   Should I remove everything and re-install from scratch?   If I do that can I also prevent the sample data from installing?

1: Kindly check by regenerate the .htaccess from SEO & URLs  tab

2: Also check the Shop domain field in SEO & URLs  tab

3: which PHP version you are using.? for prestashop 1.7 set php 7.1

4: If you have enable ssl, then kindly check is this proper enable

5: kindly check by delete cache and cookie

6: Also check by deleting /cache/class_index.php file
