Problem with discounted VAT at checkoutH

Hello guys,

I use prestashop 1.7.6.1 with a multi store configuration (2 stores). One store is used for retail sales and the second store is used for b2b sales.

My problem is with my second store, which is used for b2b sales, and I have noticed that when a customer checkouts with prestashop checkout using a card or paypal then there is a discount of the vat.
I believe that the problem it has to do with prestashop or prestshop checkout as I have tried different paypal accounts and the problem persists.

In prestashop is enabled to charge vat at checkout and as you can see at the screenshots the vat is added at the prestashop card but when is redirected to paypal for checkout then the vat is discounted.

Has anyone experienced the same problem or do you have any ideas what it might be the problem?
