Add to cart and Paypal Issue

Hi I am having major issues with my site.

 

the first error is the paypal page will not load when trying to complete a the sale.

 

1.     PayPal response:

2.     TIMESTAMP -> 2014-04-11T12:01:31Z

3.     L_ERRORCODE0 -> 11800

4.     L_SHORTMESSAGE0 -> Invalid Data

5.     L_LONGMESSAGE0 -> Your request is too long. Check URLs and other long strings.

6.     L_SEVERITYCODE0 -> Error

 

 

the second issue is it is sayin it is impossible to add product to cart
