I solve this way: (in classes/Tools.php)
Change the URL to IP:
$protocols = array('https');
//$end_point = 'api.addons.prestashop.com';
$end_point = '91.240.109.18';
I had the same when I move my store to a cpanel VPS (PHP FastCGI - prestashop 1.6.0.14)
The php (fcgi) was not well tunned
