Same problem here... Quickfix: Look in /modules/autoupgrade and /modules/autoupgrade/translations and delete any zero length language files. In my case problem was caused by /modules/autoupgrade/translations/gb.php which was zero length.

I had a similar problem where the zoomed image could not be fully scrolled. This was caused by the page being offset from the top of the window by a fixed div and also the use of auto margins to centralize the web page.
