how to let one cart rule have multi conditions

how to set voucher in cart rule only allow to use 1 time only? cannot use in second time order. i set Total available for each user 1 ,but customer make a second order still can use it again. what i need to set ? -
im in 1.6.1.7 Quantity discounts based on Combinations no function, any expert can help me ? or anything im wrong setting?
