Smarty cache is creating over 1 million files

Hello everyone, my hosting provider has reported that my site is having a massive amount of files.

After doing some research I found that my prestashop instance is creating ~1 million cache files under

app/cache/smarty/compile/prod

I have all my cache options turn off in the administration panel.

Is this expected? (I hope no)

How can I definitely disable smarty cache?

It keeps creating files even with the options disabled.
