Zone restrictions can be avoided if one adds products of two different zones into basket.

Hello there. 

I've followed the common advice to create individual zones for countries and then assign only the desired country to that zone. 

In my example I've created a zone for netherlands and belgium. Each with their carriers, who are only checked for their respective zones. 

If I enter an address that is located in the netherlands, I can't order products, dedicated to belgium. However, if I add both, a product that is dedicated to belgium and one that is dedicated to netherlands into the basket, the error message that states, that the address isn't located in the designated region, doesn't trigger. Instead, it progresses to the selection of a carrier. 

I'm using PS 1.7.4.4
