Upgrade to 1.6.1.23 front page wrong

Hi.

I upgraded from 1.6.1.10 to 1.6.1.23 and after upgrade my front end looks strange.

I need to do this because php 5.6 is ending and i need to use php 7.1

How can i find out what is cousing this?

Can i put my website in some mode where it will tell me what is causing this error.

I attache a picture how my front end looks like after upgrade.

Set the debug mode to TRUE in config/defines.inc.php to enable debug.

Also check the browser's dev tools->console for hints.

It may be related to wrong server permissions or files not being fully replaced by the new ones.
