Free shipping amount and discount code (PS1.7.4)

I noticed that on PS1.7 if you use a discount code, and the discount descrease the amount of the order below the value to obtain the free shipping, the customer still not pay shipping for the order.

While on PS1.6 it wasn't like this, and i think it's correct lo ask customer pay the shipping when the total amount goes below the free shipping amount.

ORDER (without coupon)

PRODUCTS: 60€

DISCOUNT: 0€

TOT. WITH DISCOUNT: 60€

SHIPPING: Free

TOTAL: 60€

ORDER (with coupon) PS1.6:

PRODUCTS: 60€

DISCOUNT: 20€

TOT. WITH DISCOUNT: 40€

SHIPPING: 5€

TOTAL: 45€

ORDER (with coupon) PS1.7:

PRODUCTS: 60€

DISCOUNT: 20€

TOT. WITH DISCOUNT: 40€

SHIPPING: Free

TOTAL: 40€

 

There's a way to have this works like on PS1.6?
