Apply taxes for only 1 state

I want to do the following:

• When a customer is looking at a catalog page, I do NOT want taxes to be included in the product price
• When a customer is checking out, I want the taxes to be added to the total only if the customer lives in the same state as myself (Maryland)
  • If the customer does not live in Maryland, no taxes should be added to the total

Right now, my catalog page is including the taxes in the product price on the catalog page, if the customer has not entered their address in the shopping cart.
Once the customer enters their address, all catalog pages reflect the product price without taxes.

What should I select as the Tax Rule when configuring the product?

If I select "No Tax", taxes are not calculated at all, regardless of state.
