Country and Tax setting lost after each Prestashop update

For many years I have had the same problem where after each Prestashop automatic update my store loses the old settings for the Valid Countries (reverts to only US enabled) and all 3 customer groups reverting to display prices exclusive of tax instead of inclusive. The default country also reverts to US instead of Australia.

Does anyone know why this happens and a fix?
