Cart rule not being applied

Hello,

For our new Prestashop 1.7.3.2 I've created a cart rule for free shipping using the following settings.

Name : Free shipping from € 35,-
Description : Free shipping from € 35,-

Information

Mark : Yes

Partial use : No

Priority : 1

Status : Yes

Conditions

Not limited to customers

Valid from 2018-05-15 to 2023-06-16

From € 35,- Including vat, excluding shipping costs.

Total Available : 20000000

Available per customer : 20000000

Country Selection : Netherlands

Actions

Free shipping : Yes

 

Carrier settings

Handling fee : No

Free shipping : No

Invoicing : According to the total price

from € 0.000000 to € 35.000000

Netherlands > Checked : € 5.85,-

 

These are the exact setting used in our current Prestashop 1.6.1.18.

I've disabled all caches, cleared all caches, checked for errors in the server log and disabled all non-prestashop modules.

 

Will someone please help me figure this out? Thank you in advance.

Got it working, but not quite.

Because we ship to multiple countries, we have disabled the visitor group in each carrier. Logged-out users will now see free shipping, regardless of the amount of money they spend, which is weird because the shipping costs have yet to be determined.

When a customer fills in a country like the Netherlands, the shipping costs are displayed and these are subtracted if the cart rule applies, instead displaying a free shipping label. Even weirder, the string for the applied cart rule is display on the checkout page with -0.00% next to it.

It looks somehting like this.

 

Subtotal             € 40
Discount            € 5,85
Shipping            € 5,85 (should say free shipping instead)

Free shipping from € 35,-  (cart rule label)   -0.00% (zero percent is subtracted? confusing)

 

Will someone please shed some light on this?
