Free shipping does not work

Dear Guys,
my client had the problem to set free shipping only for our own country but to leave always paid shipping for EU countries. I followed a suggestion in the forum and I changed the courier file to consider free shipping only for default courier. Now the system doesn't allow free shipping in any case, even if in the admin panel it's clearly inserted 80 Euro. How can I solve the problem? Since a large banner advertises free shipping with 80 Euro shopping, I need to solve the problems very quickly, cause the system applies paid shipping in any case now.
