thanks, while paypal module activation process it shows / ask you to agree with grant API access to the 202-ecommerce company

Then don't select the link in the module configuration page.  You can log into your own Paypal account to obtain the API keys and manually enter them into the module configuration page.

If that is too difficult for you to do, and you want to allow the module to complete the API setup automatically for you, then you need to grant the module access.
