I experienced the same behavior as the OP drillsar. In my case it also resulted in the user not being able to see the shop's catalog/products. I found a setting in BO that may be related, although in my case the shop is only set up for shipping in the US and the customer's address was a US address.

Upon further searching I found that in Shop Parameters - Customer Settings - Groups - Default Group Options, the Guests group ( The group defined for your identified guest customers (used in guest checkout)) was assigned to a group that I made which was %15 off. I never specified this setting and don't know why it was so assigned. I changed the Guests group to default and now the customer that was attempting to place the order was shown the carrier options and the catalog. This looks like a bug to me.
