prices without tax

Rui from Portugal here, i am with a huge problem.
In my prestashop 1.6 shop is the following issue:
All my prices are tax inc, but the thing is this...i have a webservice that brings my customers from PHC, and they are order by groups (that have specific prices)...
In backoffice of presta, i said that the group of customer XXX the prices are tax inc...but in front they allways show tax excluded...

I have in product.tpl this {$product->tax_rate} to see what brings that field (the tax to be added to the price)...and when isn't login it's all ok, all products prices are fine, when a customer register in the website it's all fine too, but when old customer login's (customer from webservice PHC) they only see price without tax...and the field {$product->tax_rate} is 0.

Any ideia what is the solution?
