Ενδεικτικά ένα tutorial http://www.jqueryscript.net/menu/Sticky-One-Page-Scroll-Navigation-jQuery-CSS3.htmlΦυσικά δεν είναι το μοναδικό και αν ψάξεις όρους στην Google όπως "sticky header jquery" θα σε βγάλει πολύ υλικό.
