Prestashop 1.7.0.4 will overwrite old store installed in public_html if you expand downloaded zip, then expand zip included in the downloaded zip. Go figure! Expected behaviour is for downloaded zip to expand inside a 'prestashop' folder, as per versions 1.6. Took me over 4 hours to get Prestashop 1.6 store up and running again from back up.
