Tax doesn't calculate while I check out

Does anyone can tell me why I'm not able to calculate the tax while I check out? 

The product detail on my front page doesn't display "price exclude" and the cart list shows "Tax: $0"

 

Here is my setting: 

 

Localization→ Taxes:

                         Enable tax: Yes

                         Display tax in the shopping cart: Yes

                         Based on: Deliver address

                         Use ecotax: No

Customers→ Groups:

                          Price display method: Tax included (for all groups)

 

I'm kinda check all of my setting, and I couldn't fireguard out why the system don't calculate the tax. 

Does anyone know why? please do me a favor I'll be appreciate.

I am having the same problem.  I have the same settings as abbylee.  Has this been resolved?  

 

One thing I don't understand is how can the shopping cart know if a tax should be included as the buyer has not input his location yet.  To clarify, I only have one state enabled to charge tax (my state).  If I add a product to the cart from the state I am in, shouldn't it show the tax?  Is this done by geolocation and would an ad-blocker mess it up?
