If file does not exist, then download prestashop from https://www.prestashop.com/en/download and the version should be same as your installation of prestashop. and then place missing the file on same location in your installed prestshop domain. I uploaded the complete "default-bootstrap" folder that was missing in Theme (I was meaning that Prestashop need only my own Theme) and this solved my error message.
