How to assign a customer to a group at registration

Hello guys,

As I deal with a lot of small communities, I would like to be able to offer different discounts and offers to people from different communities. My idea is to have a module that would be able to get a list of emails (can be a csv file) and when any of these users register at my site I would like to add him to the proper group.

can you help me to find a way to do so or I can even pay for this development
