Shipping Not Displaying Properly

I'm having an issue with the shipping not displaying properly.  The two developers I have spoken with (Peter at One Page Checkout, and Guilhem at USPS Int'l Shipping modules) say that it is an issue with the Paypal module sending the wrong information.  I've been struggling with this for weeks now.

 

The customer adds items to the cart, and the second last item (I don't know why it's the 2nd last item and not the last item) says Shipping $3.  That's my handling fee.  Which should be wrapped in to my shipping, not fully exposed like that.

 

The shipping doesn't actually show up until afterwards when confirmation comes up and it doesn't add it together properly, the shop is here:

Still looking for a solution to this or a developer that can solve this.
