Order As Guest Cannot Be Completed

Hello,

 

if my customers want to order as guest the order cannot be completed as it gets stuck as soon as they want to chose their way of payment, because there is always they are always told to accept the terms and conditions, evenn though they did, but nothing more happens...what is this and how can I change that?
