Cash On Delivery Module.

Hello! I want to add for clients a possibility to pay by cash. So I installed "Cash on delivery" module (it's turned on, see a screenshot). As you see it on the screenshot I can't edit it - I have only two options: turn on and turn off. I also turned off PayPal module. And when I'm trying to make an order as a client in the fifth step I see a message that there is no availible ways of payments (see another screenshot, I remind that module "Cash on delivery" is turned on). How can I add this option (Pay by cash) for clients? Thank you!
