Modification Of Module / Create New One - Filtering

I need someone to make some modifications to blocklayered module or create a new module for such feature:

• Give ability to filter by related categories

Lets say we have category tree like:

1. Language
   1. English
      1. US
      2. UK
   2. Latin
2. Person Position
   1. Chief
   2. Director
      1. Manager
      2. Programmer

And we have people that are assigned to both threes (some programmer can speak Latin and English UK etc).

The thing i want to have is an ability to, being on Director level, filter by possible languages.

In other words, i need filter that can understand sth like "give me all items that are both in current category level (i.e. Director) AND can speak those languages: ..."
