Translate only some pages - Avoid duplicated content

Hi

The question is

We are going to translate the shop to anther language (let's say a similar language) , but at this phase only home, cms pages and category pages.

At this moment product pages are not translated yet, so to avoid duplicated content SEO problems I suggested using canonical in the new cloned products (for the new language) pages that points to the old/main language/well positioned/ product page.

Our SEO guy has literally said:

The Cannonical rel-tag is only an indicative to Google about their importance and it is not effective to solve the duplicate content because Google will index it anyway.

I'm sure he is wrong, but ... what do you think?

Thanks

SEO Best Practice

Whenever content on a site can be found at multiple URLs, it should be canonicalized for search engines. This can be accomplished using a 301 redirect to the correct URL using the rel=canonical tag (see below) or, in some cases, using the Parameter Handling tool in Google Webmaster Central.
