Cant't make delivery price depend on country, not on the region

Hi, when settind up shipping carriers, admin can chose the region and set specific price for it, but in some regions price can be very different (inside of region, between countries) e.g. for Europe, how can I set up specific delivery price for each country?

I just wonder, have you tried setting up different Zones and then adding countries to these Zones.

The countries are added to zones. E.G.:

 

Maybe you missunderstood me) When mabaging shipping, something like this is shown:

Theese are zones. And I need the price to be different between countries, not the regions, e.g. 40$ - for France, 39$ - for Italy, both countries are in Europe

so add your own custom Zones (for example Zone A and Zone , and then move Italy to "Zone A" and France to "Zone B".
