Priority without tax on orders

PrestaShop can be configured so that when placing an order, shall take precedence without taxes?

Instead of:
Total IVA including:418,60 € <<--- Total to pay
Total IVA excluded:350,00 €

So be it:
Total IVA excluded:350,00 € <<--- Total to pay.
Total IVA including:418,60 €

Leave so that the two totals, but has priority without tax payment.

Can be config the PrestaSho so that it works thus?
