Percent Discounts Before Tax

Here in the USA, percent discount codes on an order need to calculate and appear before Sales Tax

 

According to our customer service group, who manages their own commerce site, Prestashop doesn't allow this to happen.

 

Since this is a USA-wide thing, I'm hoping that either someone has dealt with this before, or can point me in the direction of a way to fix it.

 

We have 4 PHP coders in house, so if it's possible to fix via code we can certainly do that if we are pointed in the right direction, (although none of us have ever looked at prestashop's code base yet)  but I was also hopeful this has already been solved by someone since I can't imagine we are the only USA user who has noticed this bug.
