Taxfree cart rules

Is it possible to restrict the command from shopping cart rules a minimum so that it would amount for example, 0€ to 22€, instead of only the minimum amount?
Or is it possible certainty command Minimum to Maximum amount? With this I could get command determined that all of less than € 22 including delivery would be tax free Products in shopping cart total. And in other case tax comes along.

 

So more than twenty-two euros in products from total of shopping cart would be taxable and all less than twenty-two euros in shopping cart total, there would be tax-free.

Where cart rule/cart/tax.php and how to fix this?

If not whether something proposals for who or what could solve my problem.
