create a carrier in the back-end.
Make sure you also define a weight range and price range.

When installing the default PS a shipper should also be installed.
Also check if the shipper is allowed to ship to your country (configured in your account)

You have to make a zone (your country) then a country (your country again and then go to Carriers and select te carrier you want and select your zone

We had this same error and fixed it. We couldn't figure out why is wasn't working because everything was set up correctly..This is the fix.....make sure you change the weight range for the carrier to something greater than ZERO!! We chaged our minimum to 0.1 lbs
and it works fine now!
