Modules Translations max_input_vars & 404 Error

Hi everyone!

i need to translate some installed modules, but when i try to access, i have an max_input_vars error (it should be greater than 7000), i made a php.ini with the variable max_input_vars = 7000, but after that, i have an 404 error.

What could be wrong?

i've this on mi php.ini, but the error it's still there

Some Ideas?
