Custom CMS on top of page

Hello,

 

I'm looking for some improvements to my online store.

I would like to add some blocks on top of my page, for example payment logo's, shipping info and more

 

I can add custom blocks with themeconfig module but this only works for homepage, I would like to show those blocks with text and images on every page under horizontal top menu

Also I would like to show the left category column on every page a customer clicks, now it doesn't show after you click on a category. I would like also to keep showing the subcategory the customer is watching.

 

Also this doesn't show on my homepage anymore (popular, best sold, specials), i have no idea why. How can i get this back:
