General Question from a noob

Hi i just talked to a Designer how to make my site a bit more interesting and he told me that he can make me a Picture i can insert on a CMS Page and that picture has some mouse over funktion that will skip the user to a anchor. That seams a nice idea but i don't know how easy it will be to implement hat in a CMS page. 

So my Quesition is:

 

If i am staying on the same CMS page how can i skip to a anchor?
