Help tidying up header / making cleaner for full size header image

Hiya all,

I am struggling to get the header section of my store cleaned up so that I can add a full length banner accross the top with nav bar under. What i need to do is keep the Permanent Links block from the top and place this either in a sidebar or underneath the nav bar. I also need to move the language and currency blocks elsewhere.

If this cannot be done how can I align the Permanent Links over to the right so that they don't appear in the middle?

Please, Please help someone as i'm pulling my hair out with this one. I'm most grateful for the help on this site already and will be making a donation once things are up and running

What i'm looking for is at the top of this page on the right.

Also attached is some shots of what i'd like to achieve. I can pay for a solution / design but not too much till i get up and running.
