Form labels are not showing in back office modules

I have a weird issue. I have several modules that are not displaying their field labels. I am not sure where to begin looking for the issue. The site was recently moved from a subfolder into the domain root. I am attaching a screenshot so you can see what I mean. I have flushed cache.

 

This is what it looks like when I view the source from Chrome. (same in other browsers)

Any ideas where I could start looking?

Hmm bother. Maybe I am not asking this question right?

 

Maybe this helps. If I change:

mv themes/default-bootstrap/modules/uspscarrier/translations/en.php themes/default-bootstrap/modules/uspscarrier/translations/en.php.bak

Then all the labels appear again. If I put the correct filename there they disappear again.
