Order can't be successfully if customer leaves notes both on the website and on PayPal platform

I am doing different tests on the website and this is one that I am running into (I don't think anyone will do but just in case). 


I am doing the test on PayPal sandbox. 


The problem is: 

Buyer leaves a note in the comment section on the website. 

While checking out with PayPal, buyer leaves another note in the Note to Seller section on PayPal's site.

PayPay returns a payment successful message.

Buyer returns to the site: No successful message. Items still in cart. Order is not placed.


Is it just me or?
