.htaccess deny problem

I have apache server error after fresh install of Prestashop (1.6.0.9). When I go to main page it shows raw html (no scripts or css is loaded) and in apache logs I see:

so this is some error with this .htaccess files. They both contains:

<FilesMatch "\.tpl$">
Deny from all
</FilesMatch>

so when I comment "Deny from all" site starts to load properly. FilesMatch is a part of apache core, so i'm confused.

Mb someone knows how this should work and how to workaround properly with this?
