Unable to add Russian language - 1 error

Hello peeps , have problem with adding Russian language, each time i getting same error:
1 error
an error occurred while resizing no-picture image to your category directory
I using same ru.gif file for both options (Flag: , and "No-picture" image:).
I done 3 other languages like that and they all running well , but with adding this Russian language it not working.
By the way translation with russian languge runs , I mean i can upload russian.gzip and it showing updated, but yet no chance to create new language.
Plz help
