Translation download problem

Hi Can anyone help with this language problem. when I try to upload a country flag for translation language I get the following error message.

1. image format not recognized, allowed formats are: .gif, .jpg, .png

Translations files:
/home/egroup/public_html/translations/et/admin.php
/home/egroup/public_html/translations/et/errors.php
/home/egroup/public_html/translations/et/fields.php
/home/egroup/public_html/translations/et/pdf.php

Theme files:
/home/egroup/public_html/themes/etblack/lang/et.php

Mail files:
/home/egroup/public_html/mails/et/lang.php
/home/egroup/public_html/mails/et/account.html

I have uploaded the flags from the downloads area and they are gif,jpg,png.

Anyone know how to solve this.
