Separate parent category and subcategory menus

This might be a silly question but how do I "force" ALL subcategories (of a parent category that is) to always be displayed no matter which subcategory you are on or you are in a product page.

Attached are two images - the first one is the one that I am trying to achieve - you are on a product page of subcategory (Toshiba), but still have the other subcategories displayed (e.g. Acer) available for user to click on.

The second one is what actually happens at the moment, if you click on Toshiba, the other subcategories disappear.

I tried to reuse the subcategories code from category.tpl but it does not seem to work so I am obviously missing something somewhere but am not able to find it. The closest I found was this solution kindly posted by hermit but it produced the same effect unfortunately.

So any ideas, etc. would be very much appreciated!
