No RMA or Return option on customer order page

For some reason the "Return" checkbox never appears on the frontend of my site in the customers Order History...

I have turned on Merchandise Returns in the BO and set the time limit to 60 days.. Any guesses as to what's wrong?

Also, the test product is just a standard product, but I've tried it with virtual products as well.
