Warning: Last items in stock!" (still have 2 in Quantity)

I'm not sure if this is a bug or not but on a page that say has 2 Quantity or say product x.

 

On the front end page it tells me that

 

Warning: Last items in stock!

 

But I know that I have 2 on hand..

 

But if i change my product quantity to 1 it says "Warning: Last items in stock!"

 

and then removes the ADD to cart

 

I need to change the quantity to "4" to get ride of the Warning: Last items in stock!

 

Why is this?

This determined by the parameter 'Display remaining quantities when qty is lower than' under Preferences->Products.
