Shipping Costs Configuration Driving me nuts!

I am trying to configure the shipping by cost, the problem is even though I have set the range for each service to each location, when checking out it still offers the customer all the other shipping options that are not in the carts price range?

i.e. I have set Royal Mail to ship to 3 countrys at diffrent prices with a range of £1 - £3
I have set Other Courier to ship to same 3 countrys at diffrent prices with a range £3 - £40

Now if you buy somthing for £20 when you get to the shipping section of checkout it offers you to options Royal Mail & Other Courier when it should only offer Other courier??????
I cant figure this out ?

I use the latest version 1.2.4 final
I have the settings set to 'disable if out of range' and it is still doing it?

I cannot say where the problem lies as I cannot see the configuration.

I use a same sort of setup without any problems.

is it possiable to setup the shipping and handling to a flate rate
i place customer orders with a wharehouse and they drop ship to the customer
all i need ta do is get the shipping to come up like 11.50 and the tax to be 6.5%
fer the state my store is in

so how can i do this please help!
