noindex meta tags for ghost shopping cart

I have almost 250 duplicate page title errors in an SEO report. Each one of the duplicate links that I looked up goes to a webpage of a ghost shopping cart. Strange enough, I go to my backend and find the shopping cart only after I go to that shopping cart page from the report.

I understand that I should block my shopping cart pages by either using noindex meta tags or block them in the robots.txt file. However, I'm not sure how. (I did see a forum topic for a line of code but it was for a different reason. Is the code the same?)

What is the best way to correct this issue?

I see. I already had a robots.txt file in my root directory. I don't quite see how this helps. If I need to add a line of code, do I add the following at the bottom of the text document or something else?
