Alter Cash On Delivery Module

My client is looking for a site to allow people to place orders but do not have to pay.

 

The clients customer will need to see the prices of the products, place an order and receive an order confirmation including prices, but without paying.

 

My first thought was to somehow alter the Cash on Delivery Module, to allow check out without payment.

 

Is there an alternative way we can do this?

free orders, orders where the amount is zero do not require a payment method. you could try to alter this logic, so that any order, regardless of price, does not require payment.

 

otherwise, the alternative would be to alter one of the modules (COD, bankwire, check etc..) to just create the order after clicking on the payment method
