SEO & URLs: Schema of URLs for CMS categories

We want set up the schema

{id}/content/{rewrite}/

for CMS categories to get the ugly but apparently necessary* ids as close to the root url as possible. We are trying standardize our urls to the extent that Prestashop allows us.

 

The above schema does not seem to work. However,

content/{id}/{rewrite}/

does work. Anyone know why this is?

 

We would rather have the former schema than the latter. Any pointers from the community about what code to change to get this to work?

 

*(Yes, we know about the cleanurl module and other solutions, but nothing has been bulletproof in our testing).
